Total annual print spend divided by pages printed in the same period. The total has to include paper, maintenance, spare parts, device depreciation or rental and electricity, not only toner. Counting toner alone understates the real figure substantially.
Single-sided printing left as the default, colour used for internal drafts, jobs printed and never collected, and devices sized wrong for their volume. Secure print alone removes the uncollected pages.
